Update on DMC

As Minnesota’s legislative session is rapidly approaching, legislators are once again facing a game of beat the clock for many areas of public policy that they hoped to modify in 2013. It has been a long road for Rochester’s Destination Medical Center proposal that will have a huge impact on Rochester. The omnibus tax bill, which includes the Destination Medical Center (DMC) proposition, was heard by a conference committee on Wednesday, May 15. On Thursday, May 16 lawmakers met with Mayo Clinic representatives and spent several hours working out final details to ensure that the project goes forward.

The DMC plan is an initiative related to economic development. It would help secure Minnesota’s title as a global medical center, providing the best care and innovative medical breakthrough research. The DMC plan would involve a coalition of state and local jurisdictions, as well as the Mayo Clinic and the Rochester community and its organizations.

Doctor John Noseworthy, M.D., who is the president and CEO of the Mayo Clinic, has been busy for the past several months promoting DMC. In a statement on the Mayo Clinic website, he states, “We plan not only to protect our current status as the world’s premier medical institution, but to expand our highly effective practice model and medical assets to be recognized as a global destination medical center for decades to come.”

Funding for DMC will come from many different sources. It has been agreed that the city of Rochester is to contribute $128 million to the project. There will also be public investment as well as private.

After Wednesday’s conference committee meeting, the DMC plan is almost fully set, with only a few minor decisions to be made, such as the structure of the project’s governing board. The DMC proposal rides on the state’s omnibus tax bill, so a uniform, identical version needs to pass in both the House and Senate.

Projects that the DMC funding will support include community infrastructure, demolition or repair and the rehabilitation of buildings, parking and transportation facilities. These projects will also revolve around health and wellness, commercial research and technology, learning environment, hospitality and convention, sports and recreation, and retail, dining, and entertainment.
